A senior fellow with the Russia and Eurasia Program at the Carnegie Endowment for International Peace. Her research focuses on defense and security issues in Russia and Eurasia. Prior to joining Carnegie, she served as a senior researcher at the RAND Corporation. She is a recognized expert on Russian military capabilities, modernization efforts, strategy, and the Russia-Ukraine war.
